- In the implementation local regulations of Serang City second in 2010 about prevention, eradication and prevention social ills. There are some problems that can not be solved. Among the problems are many prostitutes operate though the local regulations has upheld. That are because many factors. of which financing is limited, there is no deterrent attitude shown by the prostitutes, and there is no cooperation between the community and local government. In addition, from the policy implementers do not have a place to accommodate the rehabilitation of prostitutes netted and socialization to them. dissemination to the public was still not enough for them not all know about these regulations. This research uses a qualitative method uses Merilee S. Grindle’s theory. Purpose of this research want to know the extent to which Content Of Policy and Context Of Policy can be implemented appropriate enforced the local regulations of Serang City second in 2010. From these results it can be seen that the Regional Regulation Number 2 of 2010 not running optimally as it should, because the prostitutes are still roaming around the city of Serang. Therefore, researchers recommend that policy actors to solve the problems that are happening. Keyword: Implementation of the Regional Regulation, Disease Society
