- ABSTRACT FUNCTION AND STATE OF ACADEMIC DOCUMENT TOWARD QUALIFIED LAW ESTABLISHMENT REVIEWED BY UNDANGUNDANG- UNDANG NO. 12 TAHUN 2011 ABOUT LAW ESTABLISHMENT BY: ENONG NURMUTI’AH (7773150082) Academic document is the first document as a arranging reference law programs based on scientific research at science of law and another knowledge be related to subject of law contents. Academic document has a state of certain law, is a requirement, but the fact still have a lot of law examined by constitutional and taked off obtaining. Retraction or cancellation of law is a evidence that failure of arranging academic document, altough academic document is the result of scientific research. So that could be completed reason to bad arranging academic document, or didn’t arranging at all. Therefore the problems is firstly, how the fungtion and states of academic document in qualified establishment law? Secondly, how academic document urgency in qualified establishment law observed by Undang-undang Nomor 12 tahun 2011?. Research methode used by yuridis normatif method, is a research with executed by research of written adjustment so that the research very high connection with literature, and supported by yuridis empiris. Yuridis empiris research is a reseach method how a law works in society. Approachment will be used by historis approachment, eksplanatoris approachment, and synchronization law approachment with kualitatif research. The result from this researches are : first, the function and state of academic document is a scientific knowledge and executive preview. Second, academic document urgency is a instrument of policy communication and academic document is a tool to manifest qualified law. Means of qualified law is a law which had completed constitutional. The constitutional law be found at philosophical element, sociological element, and juridical element.
