- Participant Category Not Receiver Wage Workers (PBPU) is any person who works or undertaking at own risk or workers outside working relationship borne membership dues. On its implementation turns out there are still many obstacles in running JKN Membership Program for Worker Category Not Receiver Wages (PBPU) in Lebak. The aim of this study is to investigate and analyze the level of implementation of the National Health Insurance Program Participation (JKN) For Category Workers Not Receiver Wages (PBPU) in Lebak. The method used is quantitative descriptive. Participants The study population is the National Health Insurance Recipients Not Wage Workers category or Participant Independent in Lebak. The calculation of the sample using the formula "Slovin". The instrument in this research is a questionnaire based on the indicators of successful implementation policy according to the theory of George Edward III. The sampling technique in this study by using Acidental sampling. Data analysis technique using hypothesis testing one sample t-test. The results showed Membership Level Implementation of the National Health Insurance Scheme (JKN) for Category Not receiver Wage Workers (PBPU) in Lebak is still lower or less successful. Based on the calculation results obtained t is smaller than the ttabel (-3.34 <1.645) and supported by the results achieved by 58.17% of the hypothetical figure of 60%. Therefore, to improve the implementation of the National Health Insurance Program Membership for Category Not Receiver Wage Workers in Lebak, BPJS Health and Faskes (Hospitals, health centers, clinics and physician Individual) should improve socialization, add the location of the place of registration of the National Health Insurance Program Membership , as well as improvements to the registration mechanism of the National Health Insurance Scheme.
