Good Corporate Governance is a structure that manage the system of relationship between the company Itself and stakeholder. There is Indonesian State Owned Enterprises that manage electricity as their core business , PT. Indonesia Power, is the biggest steam power plants. This research was focused on PT. Indonesia Power Unit Bisnis Pembangkitan (UBP) Suralaya. This company needs goods and services in their operational activity to produce electricity, by holding an auctions or tenders. In this goods and services procurement there is fact that found by researcher, that is the auctions or tender is hold doesn’t fit to the rules from the early to the final stage. One of them is less accountable about tender winner announcement on website. Based on observation, researcher do this research about PT. Indonesia Power Unit Bisinis Pembangkit (UBP) Suralaya Project Tender Accountability in order to find out how their accountability on tender process. In this research, Ellwood theory. And based on early observation, researcher get the assume that PT. Indonesia Power Unit Bisinis Pembangkit (UBP) Suralaya Project Tender Accountability is not maximal. This is qualitative with descriptive approach kind of research, the data that used in this research is interview result and written document. Data collection method is interview and observation, obtained data cultivated by reduce the data, data presentation and get the conclusion. The result of this research is prove that PT. Indonesia Power Unit Bisinis Pembangkit (UBP) Suralaya Project Tender Accountability is not running as well, because the implementation of project tender is not be hold yet as regulated
