Keywords: Implemtation, Empowerment, Sosialization, Development The theory used in this research in this theory of implementation by using the implementation model of George Edward III with aspect of communication, resources, disposition and bureaucracy. Research methods the research methods a descriptive qualitative approach. The total number of informants in this study was 15 people. Instruments in the research is the research it self. Data collection is carried out by miens of conducting interviews, observation and study of documentation. The research uses techniques of purposive. To analyze the data using analysis process according to data collection Prasetys Irawan. Based on the research result, the situation can be drawn the conclusion that the implementation of the Program Gerakan Bersama Rakyat Atasi Kawasan Padat Kumuh Dan Miskin In Community Empowerment in district Kresek in the 2012 is not running optimally. That is because the luck of socialization about the purpose and goals of the empowerment process, wich does not run optimally, the process of the termination of group of beneficiaries are not careful, the development is not in accordance with the plain of action of the community of the difficulty of managing the fund assistance in the realization of the construction of the house.
