- PT. PLN (Persero) Udiklat Suralaya is a company engaged in education and training. The implementation of education and training activities depends on several factors. Factors catering service providers are considered as a very supportive factor in the implementation of learning. Catering service providers required criteria that can be used as a reference for the determination of catering service providers in accordance with what is expected by PT PLN. To get the appropriate criteria then conducted an interview to some respondents who are considered able to give the best answer. Selected expert respondents are Manager, Deputy Manager, and Procurement Supervisor. Respondent experts have a managerial position that is considered expert on the object of research. Criteria obtained in the interview, the quality criteria, quantity criteria, time criteria, place criteria, socioeconomic objectives criteria and price criteria and 14 subcriteria. Data processing uses Analytic Network Process (ANP) with Super Decisions software and decision making on several alternative catering service providers using the Rating Scale method. The results of this study obtained the best criteria and subcriteria. The best criterion gets the weight value 66,67%, that is the quality criterion. The best subcriteria is the taste subcriteria. For an alternative catering service provider company that gets the best value is 3.61008. Keywords: Decision Making, Analytic Network Process, Rating Scale, Super Decisions
