  • Jakarta Cakratunggal Steel Mills Inc (PT. JCSM) is a company which produce steel bar and billet. The company is prosecuted to optimize procerement function to reach the target of profit in the case, we can assume that the company pays attention only on price reduction in managing cost saving procerement, and it doesn‟t consider any other function effects. Therefore, Total Cost of Ownership (TCO) method is used. The company pays attention only on price and distance in choosing of supplier selection, and supplier performance appraisal system is not created yet. Therefore, It is necessary to make a new supplier assessment criteria that can be used as an assessmment of supplier performance and as a basis in the distribution of procerement proportion for scrap raw material by using Analytic Network Process (ANP) method. This survey describes two approaches and give a comparison. The result of TCO are obtained supplier 1 (Rp 183.256.858.123,00), supplier 2 (Rp 183.948.358.123,00), supplier 3 (Rp 187.001.720.855,00), and supplier 4 (Rp 192.493.724.280,00). There are 9 criterias and 32 subcriterias as the basis for supplier performance assessment. There are 4 criterias of ANP result and the topmost are quality (22%), delivery (19%), supplier performance history (17%), price (13%), and 5 others cri teria have a percent value ≤10%. Top 10 rank ings subcriteria are have a good reputation (9%), professionalism of supplier in cooperation (5%), doing long-term cooperation (5%), quality of raw material consistency (5%), K3L guarantee in all activities (5%) , completeness of document requirements (4%), ISO 9000, 14000, and any other reword (4%), supplier agility in response to all criticism (4%), to be competitive (3%), and availability of raw material for demand (3%). The final result of suppliers performance assessment are obtained supplier 2 (28%), supplier 3 (27%), supplier 1 (25%), and supplier 4 (20%).
