  • Electric energy in the Tunda Island form early 2016 is provided by diesel and solar power with operating time of 12 hours. This island has an average wind speeds over 6m/s, so the potential using of wind power plant is sufficient for the need of the electrical load. The purpose of this research is to design hybrid power plant using HOMER software, in order to obtain optimal system between diesel, solar power and wind turbine configuration. The method used with the software is HOMER version 2.68, because the hybrid plant system is a multi-variable system in this study is the variable that is taken into count the wind speed and radiation intensity is divided into 3 scenarios of research design, this software can also optimize based on the aspect costs. The results showed that the design of optimal hybrid power plant is scenario 3 with capacity at each plant is: 117kWp at solat power, 60kW at wind turbine and 75kW at diesel generator The conclusions obtained contribution from solar-wind-diesel is 43%, 56% and 1%. Optimization in scenario 3 has the smallest cost aspect with the present net value (NPC) of $544703, the cost of electrical energy (COE) of $0.349/kWh. This system can reduce exhaust emissions by 4584kg/yr if paid for exhaust gas emission penalty of about $1018/year.
