- The authority to administer plantation business permits in Pandeglang Regency has been regulated in the Regulations of Regent Regent No. 42 of 2017 concerning delegation of authority for issuance and signing of licenses and non-permits to the head of the investment service and integrated one�door service of Pandeglang district in Article 6 number 1. the signing of licenses and non-licensing and revocation, conditions that occurred in the field that in the regency of Pandeglang organizing the provision of plantation business licensing there were still several problems experienced, many applicants were still having difficulties and violating the rules in the plantation business permit application process. The purpose of this study was to determine the authority of the Integrated Investment and Service Service of one door of Pandeglang Regency in granting plantation business licenses and to find out the obstacles in granting plantation business licenses. The research method used in this study uses normative juridical and sociological juridical methods with descriptive research types, research data collection techniques derived from primary data through interviews with implementing service licensing agencies in the investment service and integrated one-door service of Pandeglang district and secondary data contains primary book material such as laws, and secondary book material such as books related to research, data analysis methods used are qualitative juridical methods The results of the research on the authority of the investment service and integrated one-door service in the district of Pandeglang in implementing plantation business licenses show that there are still entrepreneurs who do not have permits or have not registered their businesses, then there are still obstacles faced in the process of granting plantation business licenses given to parties who do not have permits are still not firm
