- Educational resources telematics is essentially required by junior high school students to meet learning needs. Educational needs of junior high school students face every day in the learning process. The existence of MCAP program District Serang as Telematics Education Resources is expected to meet the needs of rapid learning. The method used is descriptive method with qualitative approach. The theory used is the Diffusion of Innovations theory where there is a new discovery, and in spread through the mass media, will influence the masses to following .Because main purpose of this study is to describe and provide an explanation of Educational Telematics for students junior high school in Serang District conducted by Dishubkominfo Serang District. authors collected data through observation, interviews. Informants in this study is a member of the Serang District Dishubkominfo active role in the activities of MCAP and student junior high school MCAP users. methods used in conducting MCAP is by visiting junior schools in Serang District. The results show that MCAP program implemented Dishubkominfo Serang District there is a difference in educating the students every Month. Proficiency level differences caused by obstacles or constraints they experience diverse.
