- Public service is a manifestation of the function of government as a proof of community service. Public service includes three aspects: service of goods, services and administrative services. The form of administrative services is to conduct licensing services, both licensing and non-licensing. In the licensing service has implemented one stop service system. The implementation of One Stop Integrated Service is expected to reduce the time and cost needed to manage licensing. The problems in this research are: the timing of the completion of the licensing does not conform with a standard time of completion, the implementation of the licensing service process has not been effective, supervision and control is still lacking and Facilities and infrastructure to support the licensing service process is not adequate. This study aims to determine the effectiveness level of licensing services in Department of Planting Capital and One Stop Integrated Service Serang City. This research uses quantitative method with descriptive approach, with sample of 197 respondents and sampling technique using accidental sampling technique. Then tested using hypothesis test showed 0,49 which mean effectiveness level of licensing services in Department of Planting Capital and One Stop Integrated Service Serang City by 51%, calculation result obtained than t-countequal to -2 and 1,661 t-table, therefore t-count is smaller than ttable then Ho is accepted and Ha rejected. The conclusion is effectiveness level of licensing services in Department of Planting Capital and One Stop Integrated Service Serang City by 49%.
