- The lack of guaranteed legal certainty over land often triggers disputes and feuds over land in various regions in Indonesia. So as to overcome this problem the government through the Ministry of Agrarian and Spatial Planning / National Land Agency has launched a national strategic program in the form of a complete systematic land registration acceleration (PTSL). This PTSL method is a government innovation through the Ministry of Agrarian and Spatial Planning / National Land Agency to meet the basic needs of the community: clothing, food, and shelter. The program is stated in the Minister of Agrarian and Spatial Planning / Head of the National Land Agency Number 6 of 2018 concerning Complete Systematic Land Registration. The research method used in this study is a qualitative method with a historical approach and a normative approach. The data sources used are primary data and secondary data. The secondary data sources consist of primary legal materials, secondary legal materials, and tertiary legal materials. Data collection techniques used are library research and interviews. Data analysis was carried out by qualitative juridical analysis. The results of the study show that (1) The registration of land rights through the Complete Systematic Land Registration (PTSL) program in Tangerang Regency refers to the Minister of Agrarian and Spatial Planning / Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 concerning Complete Systematic Land Registration (PTSL) according to the stages and based on simple, fast, smooth, safe, fair, equitable and open and accountable; (2) Obstacles to the implementation and completion of registration of land rights through the Complete Systematic Land Registration (PTSL) program in Tangerang Regency include the ownership of land that is resolved by publications to the media, constraints on land documents which the officers guide the community to complete, the problem is that the owner does not clearly control the land and completes the settlement form with comprehensive recovery, the lack of public interest in the settlement is also done with intensive consultation.
