- The Tangerang City Government began to make efforts to limit the use of plastic bags based on the Elucidation of Article 11 of Government Regulation Number 81 of 2012 concerning Household Waste Management and Household- like Waste. In this study, the authors are interested in discussing how the authority of the Tangerang City Regional Government in limiting the use of plastic bags in Tangerang City and what are the obstacles in implementing the policy of limiting the use of plastic bags in Tangerang City. The research method used in this study is to use a normative juridical method with a type of normative qualitative research. The data used in the study are using secondary data regarding the explanation of Government Regulation Number 81 of 2012 concerning Household Waste Management and Household Waste, and supported by primary legal materials in the form of interviews with Section Heads and Staff of Waste Reduction Division of Tangerang City Environment Office and other related speakers, and analyzed qualitatively juridically. The results showed that the implementation of the plastic bags restrictions in the Tangerang by the Tangerang City regional government was carried out based on the authority of attribution as stated in Government Regulation Number 81 of 2012 concerning Household Waste Management and Household Waste. The form of the implementation of the plastic bags restrictions in the Tangerang was in the form of an appeal through a circular letter. In its implementation there are still various obstacles such as the still low level of public awareness to start reducing the use of plastic bags, the scope of the implementation of policies that are still limited to modern retail / stores, and the absence of strict sanctions. So that the local government of Tangerang City needs to be more massive in socializing to the public to reduce the use of plastic bags and it is hoped that the Tangerang City local government can immediately make it more specific Regional Regulations or Mayor Regulations governing the use of plastic bags so that environmental sustainability can be maintained.
