- The background of the research problem is that the social services carried out by the Serang City Social Service towards women who are prone to socio-economic conditions have not been able to overcome the problem of women who are prone to socio-economic conditions. Efforts made by the Social Service in business assistance provided to women who are prone to socio-economic conditions have not been maximized. At least the socialization regarding the management of good and right warung businesses and no supervision makes the joint stewardship given to women who are social and economic vulnerable unable to fulfill their basic needs This study uses the Authority Theory and the Government's Theory of Action. The research method used is normative juridical and sociological juridical. The data used in this study are the number of socio-economic prone women from 2015 to 2018 and beneficiaries of women who are socio-economic prone from 2017-2018. The technique of collecting data from writing this thesis, the authors do it through library research or document studies, and interviews. The results of this study, it is known that the number of socio-economic vulnerable women from 2015 to 2018 is 630 people and the social services provided are in the form of group business assistance (KUBE). The conclusion of this study is the ineffectiveness of social services provided by the Social Service to socio-economic prone women. Suggestions from the Dinas Sosial researchers need to carry out more frequent socialization, skills training, and assistance for individuals.
