- The Flight Information Area (FIR) is specific airspace that provides information areas. Indonesia have 2 FIRS to date so still use Soekarno Hatta FIR in Jakarta and Makassar FIR in Sultan Hasanuddin. The Jakarta FIR covers the western part of Indonesia, while the Makassar FIR covers the eastern part of Indonesia. Indonesia has lost its sovereignty over the air in the Riau Islands and Natuna since the International Civil Aviation Organization (ICAO) meeting which involved 52 countries as members. ICAO is a body that was born since the formation of the Chicago 1944 meeting. This is not in accordance with the agreement in Chicago 1944. Based on this research, the problem is found, first How to regulate the sovereignty enforcement strategy in the airspace of Flight Information 1944, second the Indonesian Government's Attitude in the Struggle of Flight Information The areas in Riau and Natuna Islands were reviewed from the Chicago Conversation in 1944. The method used was Normative Juridical supported by Empirical, with resources in this study supported using secondary data sources. Obtained through the technique of collecting data from library studies and interviews through literature, print media and the internet. The results of this study show the first fact, the state enforcement strategy in this case the Regional Aviation Information case which is controlled by another country is regulated in the Chicago 1944 agreement on Aviation. This strategy represents a country that represents rights and can also be a necessity for the contradictions governed by the country's laws that are needed to facilitate the state to manage its own airspace that has fulfilled all the requirements that have been met, second, the attitude of the government in every effort Information Regional Aviation is to use diplomacy and negotiation strategies and prepare technical and Human Resources requirements. This action is appropriate if it is reviewed based on Article 84 and also Attachment 4 concerning Air Traffic Services of the 1944 Chicago Conventions.
