  • The Consideration that underlies this research is, there’s a problem that occurred in this land registration process, that actually aims to provide legal protection and legal certainty to the landowners as the main subject of this complete systematic land registration program. In this case, the problem refers to the legal consequences that occurs after the land certification through the PTSL program itself, it is due to the discrepancy between Government Regulation No. 24 of 1997 about “Land Registration” with The Minister of Agrarian and Spatial Planning or National Land Affairs Department Regulation No. 6 of 2018 about “Complete Systematic of Land Registration Program”. Government Regulation No. 24 of 1997 about land registration explains that the publicity principle announced within 30 days, while the Minister of Agrarian and Spatial Planning or National Land Affairs Department Regulation Number 6 of 2018 about complete systematic land registration program will be announced within 14 days. Things like this probably allow legal defects in certification or land registration through the PTSL program. This Research is a normative – empirical legal research, with a qualitative form that using secondary data consisting of primary legal materials, such as doctrines of laws, and legal regulations, using the historical legal approach method, to analyze the legal basis and the implementation of the legal regulations and the synchronization legal approach to give consistency and synchronization of legal norms, legal subjects and legal objects.
