This research examines the "authority of the House of representatives of the regional city of Serang in supervisory functions execute against the public service At the service of the population and civil registration Serang Years 2014-2018 based on law No. 23 2014 year Of local governance. There are two issues that are examined in this study, namely the implementation of the supervisory functions of the House of representatives of the regional City of attack against the Service given by the population and civil registration Serang Years 2014-2018 and efforts as well as barrier function in improving oversight of the House of representatives of the regional City of attack against the Department in the public service population and civil registration Serang Years 2014-2018. This research is a kind of qualitative research. Research data done by interviews with resource persons and equipped with a study of the literature. This research method using normative juridical approach in analyzing the data and presented in a descriptive analytical. Legal materials which were used in this study uses the law of primary and secondary legal materials. The results showed that the supervisory responsibility towards public services at the service of the population and civil registration Serang is part of the responsibility of the regional House of representatives Serang and yet effective because in the exercise of supervision and service quality improvement efforts, the House of representatives of the regional city of Serang has some constraints include human resource factor, factor infrastructure members of the House of representatives of the region, the lack of communication between the members of the Regional Representatives and community area with other weakness is the lack of public awareness to supervise government policies that are currently on the run. should the House of representatives of the regional City of attack increases the return performance of supervision against the public service in the service of the population and civil registration Serang and need for taking priority oversight on activities that bring a big impact to the community.
