- Ancient manuscripts are a form of cultural heritage that stores a variety of important information both from the historical aspects and the information contained in it. Banten is a province with quite a lot of ancient manuscripts. Based on the principle of autonomy, Banten has a Regional Government to carry out government affairs. So that the Regional Government has responsibility for its implementation. The problem in this study is: how the distribution of functions and authorities of the Central Government and Provincial Governments towards the preservation of ancient texts in terms of law number 23 of 2014 concerning Regional Government and how the scope of the duties and responsibilities of the Banten Provincial Government to preserve ancient texts according to Law number 23 of 2014 concerning Regional Government. This study uses juridical normative and juridical empirical methods with a type of qualitative research. The type of data used is secondary data and primary data with library data collection techniques and interviews. Furthermore, the data are analyzed qualitatively. The research was conducted in several locations, namely: Sultan Ageng Tirtayasa University Library, Sultan Ageng Tirtayasa University Faculty of Law Library, Library and Archives Office of Banten Province, and Banten Province Legal Bureau. Based on the results of the study, it can be seen that: some applicable legal rules state that ancient manuscripts must be preserved by the public, the Central Government and the Regional and Provincial Governments of Banten are drafting Regional Regulations on which if this regulation has been passed, ancient manuscripts are still spread in the community will be more attention. In addition, coordination between the Provincial Library Service and other Government Offices, then the Provincial Government Service with the community will also be better interwoven, so that the community cares more and the Government pays more attention to preserving the ancient manuscript.
