- Green Open Space is one of the most important urban elements to support life and population activities, because basically Green Open Space is a natural element that plays an important role in creating environmentally sound cities, Green Open Space in urban areas is part of spatial planning cities, the development of urban areas affect the environment and change the physical state of nature in addition to the growth of urban development which has a negative impact borne by urban communities, namely a decrease in environmental quality due to changes in land use. UU no. 26/2007 on spatial planning requires that each province has 30% Green Open Space from the same level as 20% of public green space and 10% of private green open space. Green Open Space is also regulated in Regional Regulation Number 1 of 2012 concerning regional spatial planning in 2030 which regulates the proportion of Green Open Space in DKI Jakarta. The density of the population of DKI Jakarta from year to year has made the land available for RTH unavailable. The land conversion process can also be said as a factor that makes the availability of Green Open Space especially in East Jakarta city. How is the availability of Green Open Space in East Jakarta city in Regional Regulation Number 1 of 2012? and What are the factors of change in the Green Open Space in East Jakarta city? The method used in this study is juridical normative and empirical juridical, with the type of descriptive qualitative research, researchers collect secondary data which is the main data source in the research and promer data as supporting data in the form of interviews with Spatial Planning staff, in the Cipta Karya Office, city planning and Land of Jakarta. Qualitative analysis that refers to legal norms. The results of this study are that the Jakarta Provincial Government has not been able to provide 30% Green Open Space in accordance with the Law which regulates that there are still many functions of Green Open Space in Jakarta, especially in East Jakarta which reaches 43 RTH units, thus making legal uncertainty in regulations which exists.
