- Indonesia is one of the countries that are active in collaborating about sister city. The cooperation of sister city made by the Regional Government is one way for the region to develop the potential of its territory and the resources needed. Basically foreign relations are the authority of the Central Government. Regional Government that carries out this cooperation produces an international agreement. This agreement is still doubt in terms of both the Vienna Convention 1969 as the parent regulation of international agreements and the legal system in Indonesia. Based on this background, identification of problems was obtained, namely whether the Sister City cooperation agreement made by the Regional Government could be referred to as an international agreement based on the Vienna Convention 1969 and How the procedure for establishment and implementation of Sister City cooperation agreements made by Regional Governments of Bandung and Seoul based legal system in Indonesia. In this study, the method used is normative juridical, with a qualitative approach using secondary data sources covering primary and secondary legal materials obtained through library study data collection techniques through library materials, print and internet media and primary data as supplementary data, namely by conducted interviews with Governments officer in Bandung. The results of this study indicate that first; the agreements made by the Regional Government as a result of the collective agreement are international agreements. This is in accordance with what is stipulated in the 1969 Vienna Convention Article 7 paragraph (1) a states that a person can represent the State to bind themselves to an international agreement if he produces a full power. Secondly, the procedure for making these agreements uses procedures in making international agreements in Indonesia and the implementation of sister city cooperation agreements made by the Regional Governments of Bandung and Seoul in the form of cultural exchanges, sharing experiences, and visits to each other.
