Sultan Ageng Tirtayasa University Healthy District is a national program launched to realize Indonesian people who pay attention to health aspects, especially physical health. This study intends to find out the collaboration of the Serang Regency government in realizing the 2018-2019 Healthy District program. The analysis in this study uses the theory of Ansell and Grash 2007. The research method used is qualitative. The results of the study indicate that the collaborative governance process that has been carried out in the implementation of the Healthy District Program in Serang Regency has not run optimally. This is because several indicators in the collaborative governance process have not been fully met. The initial conditions that affect the implementation of the Healthy District Program in Serang District include a strong commitment from the Serang Regent who wants to become a clean, safe, comfortable and healthy district. Stakeholders in the program consist of five OPD from the government, then the community is represented by forums and working groups, as well as private parties in Serang Regency. The supporting factors for collaborative governance in the implementation of the Healthy District Program consist of a strong commitment from the Regent of Serang so that the program can run, then there is a forum that becomes a forum for exchanging ideas and making decisions. The inhibiting factors for collaborative governance in the implementation of the Healthy Regency Program consist of the lack of available budget for the Healthy Regency Program, causing some activities to not run optimally, then the incentives given to stakeholders, especially the community, are still considered too low, then there is still sectoral ego between stakeholders. which makes coordination sometimes difficult, and the last is the role of the private sector which is still considered minimal.
