There are also many incidents in football that invite the occurrence of criminal acts committed by supporters such as the beating of soccer supporters which resulted in serious injuries to the head and the destruction of public facilities and bus vehicles in Taman Patih Sampun Pemalang, where the punishment was very light, from this background There is problem identification. namely how is the accountability for violent crimes between football supporters and how is the judge's consideration in deciding the perpetrators of violence between soccer supporters. This study uses the theory of criminal responsibility and the theory of judges' judgment. Furthermore, the method used in the preparation of this thesis uses a normative juridical method, with the research approach used is the legislation (statue approach) and the case approach (case approach). Sources of data used in this study is secondary data and is equipped with primary data, using data collection techniques, namely by means of library research and field research. Judges in deciding cases must provide a deterrent effect to perpetrators of beatings, in carrying out their responsibilities the perpetrator in his sentence is already responsible but the punishment given is very light.
