- ABSTRACT The government has implemented a new policy, namely the enforcement of restrictions on community activities or PPKM. As an evaluation of the previous handling of Covid-19, PPKM was applied to the handling of Covid-19 at the RT/RW sub-district/village level. Including the Cipocok Jaya District, Serang City, based on the Serang Mayor's Instruction Number 1 of 2021 concerning the Enforcement of Activity Restrictions to Control the spread of Covid-19 in the Serang City Area. So the author conducted a research on how the implementation of PPKM in Cipocok Jaya District was based on the Serang Mayor's Instruction Number 1 of 2021 concerning the Enforcement of Activity Restrictions to Control the Spread of Covid-19 in the Serang City Area? and How is the Community Participation of the Cipocok Jaya District in the Implementation of PPKM during the Covid-19 Pandemic based on the Serang Mayor's Instruction Number 1 of 2021 concerning the Enforcement of Activity Restrictions to Control the Spread of Covid-19 in the Serang City Area? The theory used in this research is the Theory of Legal Awareness and Theory of Law Enforcement. The method used is an empirical juridical research method. The research specification uses descriptive analysis. PPKM at the regional level, especially the Cipocok Jaya District with 8 sub-districts, formed the PPKM Team. Carry out obligations, duties and functions in accordance with the provisions in handling Covid-19 control at the Cipocok Jaya District level. The implementation of the program is carried out as much as possible, but it is not easy just that the Covid-19 virus is still there. The medical personnel needed are still not optimal, some health centers are still overwhelmed and lack of staff. And the cooperation between the government and the community is less than optimal. The PPKM program cannot be said to be maximal. Education and information for the public regarding the handling of Covid-19 has not been perfect. Public awareness of health protocols is also not comprehensive. The formation of regulations is expected to meet the needs of the community. The importance of community involvement in handling Covid-19, community support and participation and all parties for handling Covid-19 control. The Cipocok Jaya District Government is expected to increase literacy in digitizing information handling Covid-19 and be firm in law enforcement handling Covid-19 control.
