- The government regulates every activity carried out by its citizens by issuing permits. Permits based on Law Number 11 of 2020 concerning Job Creation are defined as decisions of authorized Government Officials as a form of approval of the requests of citizens in accordance with the provisions of laws and regulations. The Cilegon City Government stipulates that every citizen who establishes a supermarket in Cilegon City is required to have a business license but in fact there are still many supermarkets in the form of minimarkets in Cilegon City that do not yet have a business license and are located in a location adjacent to the People's Market so that this can make social vulnerabilities that result in disputes and resistance between the people's market traders and supermarkets. Therefore, the researcher will discuss how to implement supermarket licensing at the Department of Trade and Industry in Cilegon City based on the Cilegon Mayor Regulation Number 27 of 2020 concerning the Arrangement of Shopping Centers and Supermarkets? and how is the supervision of supermarket licensing at the Department of Trade and Industry in Cilegon City based on the Cilegon Mayor Regulation Number 27 of 2020 concerning the Arrangement of Shopping Centers and Supermarkets? The theory used in this research is the theory of licensing and theory of supervision. The research method used is an empirical legal research method, namely a legal research method that examines applicable legal provisions and what happens in reality in society. The results of this study, that the Cilegon City Government in implementing the implementation of Supermarket Licensing refers to the Cilegon Mayor's Regulation Number 27 of 2020 concerning Structuring Shopping Centers and Supermarkets. However, the implementation has not been maximized due to the lack of knowledge of Business Actor regarding the licensing flow. The Department of Trade and Industry has supervised and imposed administrative sanctions in the form of written warnings to unlicensed supermarkets. The advice given by the author is that the Department of Trade and Industry needs to socialize to the public regarding the correct licensing flow and provide stricter administrative sanctions for existing violations.
