  • Teachers' ability to construct tests is essential. It is one of the pedagogical competencies that teachers must have. However, constructing a test is not easy. Thus, this research intended to investigate English teachers' ability to construct tests based on the scope of materials and the cognitive level in Serang Regency. The participants were 12 teachers of junior high schools in Serang regency chosen by the criteria of private and state schools, academic background, and certification status. This research employed qualitative research with a case study design. The data was gained from the document, interview, questionnaire, and observation. This research results revealed that a few English teachers in Serang Regency were able to construct tests based on the scope of materials and the cognitive level. In addition, based on the classification of school type, private school teachers were better than state school teachers in terms of constructing tests based on the scope of materials and the cognitive level. Meanwhile, academic background and certification status did not affect the teachers' ability to construct tests based on the scope of materials. On the contrary, academic background and certification status influenced English teachers' ability in terms of cognitive levels. Thus, participants stated that the main problem in constructing tests was the students' ability and cognitive level appropriateness.
