- This study was designed to determine the most appropriate model of empowerment to the poor by previously mapping the needs assessment in order to improve the welfare of society. Research recommendations is the need for programs to increase the skills through training programs in managing the group in accordance with the principles of modern management and facilitation of stakeholders. Empowerment interventions emphasize the pattern of bottom-up authority that emphasizes self-reliance of poor families to empower themselves. The emphasis in empowerment interventions not only facilitate to the physical aspect but also attention to non-physical aspects such as: the process of socialization, training process, facilitation process, program planning and empowerment evaluation process.
