The background of the research was the implementation of local regulation about K3 (Orderliness, Cleanliness and Beauty). Cleanliness and beauty of a city can be seen from the public sphare. That is a symbolizes power of city. The icon of the city that has the aesthetic value of beauty and also clean. To realizing the cleanliness and beauty of the main square East in the Serang Distrisct. The purpose of the research was to analyze the implementation of the local regulations. The research used deskriptif of qualitative methods. The instruments of the research was the researcher’s herself based on the theory of policy indicators Van Mater & Van Horn. In collecting the data, the research applied interview, observation and documentation tchniques. The data analysis technique used is analytical technique of Miles and Huberman. In validating the data, the researcher used Triangulasi method. The finding of the research has shown this regulation has not been done to the maximum, because of lack of resource, coordination and level of consciousness society who less concerned about the environment. The main tasks of each implementor is not clear, lack of socialization and low obedience levels of society is a resistor in optimal this regulation. Researcher suggest that the implementor can fix the coordination and cominications sub-optimal and clarified the main tasks of each implementor. Besides the implementor must socialize this local regulation with intensive and enforce sanction strictly for offenders.
