- This research is motivated by A delay in the disbursement process. PUMP program's existence has not been an impact on improving the welfare and production of the fishermen who receive such assistance. The existence of actors who play in the process of determining which groups get help. The purpose of this study is to investigate the Management of Program Business Development of Mina Rural (PUMP) fisheries in Banten Village. The theory used in this study is the theory of management according to G.R Terry that consist of the planning, organizing, actuating, and controlling. The method used is descriptive qualitative method approach. Analysis techniques of data Research is using data analysis from Miles and Humberman. The results showed that Management of Program Business Development of Mina Rural (PUMP) fisheries in Banten Village is not running optimally. This can be seen from implementing activities that neglect their duties. Lack assistants PUMP fisheries program. Delays in the disbursement process. There are actors who play in the management of program PUMP fisheries Management of Program PUMP fisheries in Banten Village still experiencing losses. The existence of fisheries PUMP program has not been able to lift the welfare of fishermen.
