- Regional Development Plan should be formulated responsively, participatory and equitably, but apparently still many gender gaps in the implementation and results of Musrenbang in Neglasari Districts. The gender gaps that happened is associated with 4 factors there are access, participation, control and benefit, the gaps also occurs on internal factors of the organizers as well as on external factors of The Neglasari Districts peoples. Gender Analysis Pathway required in Musrenbang to identify the gaps of gender seen by access, participation, control and benefit received by public which reflects the gender representation. The purpose of this research is to find out how Gender Analysis Pathway in Musrenbang of Neglasari Districts Tangerang City 2015. This research starts of Gender Analysis Pathway (GAP). Gender Analysis Pathway is a tool to determine the gender gaps by the aspects of access, participations, control and benefit received by woman and man from Musrenbang. The method used is descriptive method with a qualitative approach. The data collection techniques used is to do deep interview with the resource persons who related. In this research, researchers use data analysis model developed by Milles and Hubberman which covers 4 concurrent activities including data collection, data reduction, data presentation and verification of data. The research result is showing the Musrenbang in Neglasari Districts Tangerang City 2015 is still not responsive, participatory and equitable against gender, this is indicated on the issues that happened to factor of access, that is the organizers did not provide equitable access to all of the participants elements of Musrenbang including the women’s groups, on the factor of participations, that is minimum female participants to attend and participated in Musrenbang
