- The background of this research is still a lack of awareness of citizens in the recording of Eectronic Identity Card (E-KTP), the lack of connections and networking in data entry and coordination between each distris with Dinas Kependudukan dan Catatan Sipil Serang Ciy, slow distribution of Eectronic Identity Card (E-KTP) to people. This experiment use theory of e-readiness by Davidrajuh, Richardus Eko Indrajit and Kovacic. The method used is descriptive method with qualitative. The selection of informants used purposive technique. Data collection techniques used were interviews, observation and documentation study. The Results from this research that the readiness of Dinas Kependudukan dan Catatan Sipil Serang City is expressed quite ready, visible from several indicators, namely telecommunications infrastructure, the level of connectivity and use of ICT by governments, training, human resources capacity, government policy, government regulation, availability of funds and security. But there are still some problems is the result of recording of Electronic Identity Card (E-KTP) Serang didn’t reach 100% it is equal to 76.33%, the lack of infrastructure, communication network problems, misprint and distribution of Electronic Identity Card (E-KTP) completed. Then the advice in this research that should always make coordination and evaluation of the problems that occur in the field as well as provide any information on Electronic Identity Card (E-KTP) program
