- Regional autonomy rights, authorities, and obligations of autonomous regions to set up and manage the affairs of government and the needs of local communities in accordance with the legislation in force. Decentralization is the delegation of authority of government, from central government to the autonomous regional government to manage the affairs of government in the system of the Republic of Indonesia. One striking phenomenon of Autonomy and Decentralization in Indonesia is the high dependence of local governments to the central government, in many litelatur the phenomenon called flypaper. The purpose of this study was to analyze how the effect of variable PAD and DAU to Shopping District / City in the province of Banten in 2006 until 2014. And analyzing whether the phenomenon flypaper on the Shopping District/City in the province of Banten in 2006 until 2014. The data used in this research is secondary data and analytical methods used are multiple regression analysis of panel data (cross section and time series). Regression analysis showed that PAD positive and significant effect on the Shopping District/City in the province of Banten. And DAU positive and significant impact on the Shopping District/City in the province of Banten. With α = 0.05 is jointly variable PAD and DAU significant influence with R2 of 0.61571 , or 61 percent
