- Program intensive work pattern is a program of Cilegon government that purpose to improve the quality of the infrastructure development in subdistrict scope and empowered people with a lot of society. The purpose of this research is to know the level of effectiveness and analyze the factors that affected it. To measure the degree of effectiveness, researcher used the theory of effectiveness according by Gibson. A method of research that use is a method of research survey with quantitative descriptive approach. Sample in this research is people who entering target households (RTS). Sample technique used technique proportional stratification random sample obtained 333 sample. The result of this research, known the level of effectiveness reached 79%, that conclude the program has run effectively. There are two factors that affects intensive work pattern effectiveness program in this research. First, driving factors are (1) there is guidance do to increase society understanding about development, and (2) sustainable program is a form of regional government support to increasing infrastructure development. Second, resistor factors are (1) given lack of expertise in a particular field, and (2) a lack of society involvement who not a workman on intensive work program.
