This occurs since PT. Krakatau Industrial Estate Cilegon designated as the holder of Land Management Rights to lands that had been released by PT. Krakatau Steel (Persero) Tbk. In such case, there is uncertainty in land ownership by PT. Krakatau Industrial Estate Cilegon that although formally the holder of the rights Stewardship, yet not fully used. This is certainly going to impact upon expiration of the period of use of the land, whether to remain in control of a joint venture or subsidiary establishment, will be returned to the control of PT. Krakatau Steel (Persero) Tbk. as the owner of its assets or will be back in control of PT. Krakatau Industrial Estate Cilegon as holders of rights that should not Land Management Rights is the subject of Land Management Rights itself. The method used in this thesis is using normative juridical legal research methods with approaches legislation (statute approach) and approaches the concept (conseptual approach). In this study, it is a case study (life case study). Data types include primary data and secondary data through library research and retrieval of data from sources as supplementary material. From the discussion in mind regardless of the type of land rights that exist over the Land Management Rights (PT. Krakatau Industrial Estate Cilegon) has a certain period in accordance with agreed upon in each agreement and if the ending period of use including for joint ventures or subsidiaries PT. Krakatau Steel (Persero) Tbk. formally will be back in control of PT. Krakatau Industrial Estate Cilegon formally was as the holder of the rights referred Land Management Rights, although PT. Krakatau Industrial Estate Cilegon itself in accordance with the existing provisions is not a subject of Land Management Rights. Reason legally PT. Krakatau Steel (Persero) Tbk. do inbreng of the land is above the Land Management Rights on behalf of PT. Krakatau Industrial Estate Cilegon is very weak, even though these lands are still recorded as assets of PT Krakatau Steel (Persero) Tbk. given the legal rights can not be transferred Land Management Rights.
