- Procurement of goods / services electronically, or e-procurement is the procurement of goods / services that are implemented using information technology and electronic transaction in accordance with the statutory provisions peundang. The Electronic Procurement Service called LPSE is a unit of the Ministry / Agency / SKPD / Agencies in charge of implementing the service system of procurement of goods / services electronically. To overcome this, the government issued a policy in the procurement system called the Electronic Procurement Service (LPSE). The problems addressed in this study is how the effectiveness of E-Procurement According to Employees And Bidders On Highways Division Public Works Department City of Serang. The method used in this research is quantitative research methods. Data collection techniques used in this study using questionnaires and interviews. The process of data analysis was done with editing, coding and tabulas. While the data validity is tested through SPSS so that the data presented is valid data. The results showed that the effectiveness of E- Procurement by employee with the understanding reached high enough value Effectiveness and Effectiveness of E-Procurement by the Bidder with the understanding reached high enough value effectiveness. But on the whole it can be said that the effectiveness of E-Procurement by clerks and Bidders On Highways Division Public Works Department City of Serang 2014 are already well underway.
