  • The background of this research are services and facilities different which is accepted by some participants of BPJS Employment in Tangerang city, also lack of socialization received by labor regarding the program, the function and the purpose of BPJS Employment program. The purpose of this research was to determine the implementation of BPJS Employment Program in Tangerang city. The theory used are Mazmanian and Paul Sabatier theory by the indicator whether the problems are easy or not to controlled by several sub indicators theory and technology, behavior variety and group target and the rate of change which is controlled; the ability of policy to structure the implementation process with sub indicators clarity and consistency purpose, the used of causal theory, the accuracy of fund allocation, the accuracy of the hierarchy between institution implementer and the recruitment of functionary implementer;, and the variable beyond the policy that influence the Implementation process by the sub indicators socioal condition, economic and technology, public support, attitude and resource from constituents, the support of higher functionary and commitand leadership qualities of functionary implementer. Data collection techniques used include observation, interviews, and documentation. From the results of this research obtained Implementation of BPJS Employment Program in Tangerang City from all the interview result with the informants. So, researcher concluded that the implementation of BPJS Employment Program still has not running well, because some variable factors that indicate support in the filed has not maximal yet
