  • This study aims to improve critical thinking and learning outcomes Civics using information technology media (internet). The subjects were students of SMA IPS class X. 8 Pandeglang numbered 33 people. This study uses a Class Action Research (CAR ) diagnostic models and McTaggar Kemmis by 3 cycles . Each cycle consists of four stages: planning, action, observation and reflection. Cycle 1 deals with the issue of human rights violations in Indonesia . 2 discusses the cycle describes the protection and promotion of human rights. Cycle 3 of the basic law of human rights implementation. Instruments used observation, questionnaires and tests. Using a mixed method research analysis. Value processed kualitatf and quantitatively. The findings of this study indicated that information technology (the Internet) is effective in improving critical thinking and learning outcomes Civics . Students have been using the Internet to find information browsing (Civics material) needed to correct the address specified sites to be discussed and processed into conclusions . Cycle 1 students use the Internet as a learning resource of 57.3 % , 74.7 % for cycle 2 and cycle 3 by 93.3 % . Critical thinking in students increased . Students have had the ability to recognize a problem , gather and process information , to know the assumptions and values , analyze and assess the data to draw conclusions . 1 cycle 2 cycle acquire 73 % of 78% and 3 cycles of 86% . Results of study on the concept of human rights increased . Students are able to understand the concept of human rights , analyzing the promotion of human rights and expressed attitudes towards the importance of human rights and human rights enforcement agencies in Indonesia . Student learning outcomes in cycles 1 to obtain an average value of 68.2 cycles 2 to obtain 78 , and 3 cycles to obtain 85. Suggested Minimum Criteria for completeness (KKM) Civics subjects increased to 75
