- The implementation of regional autonomy provides flexibility for local government to arrange the regional organization. The main basis of the arrangement for regional organization is the government affairs under the authority of the region, which consists of obligatory functions and affairs of choice, yet it does not mean that any handling of the affairs of government must be formed into a separate organization, each level of government. The tendency of local government institutions are more concerned than the structural approach that reflected a functional approach, from the organizational structure still tend to be is not effective and efficient. Therefore, to improve the system of organization that is part of a bureaucracy as well as to create organizational effectiveness in the implementation of the basic tasks and functions of an organization, it is necessary governmental organizations strong and sturdy. Accordingly we need reform that organization, which are arrangement of the organizational structure is expected to be a way out /the best solution for this problem. The establishment of regional organization is regulated in Law Number 9 of Law No. 2015 on the second amendment to Act Number 23 Year 2014 About Local Government Article 208 which reveal that the district/city area consists of the secretariat, the secretariat of Parliament, office, bodies, Inspectorate, and districts. By forming institutions, local governments can govern efficiently to improve service and welfare for community. Howefer the implementation of this law still trigger the problems. Many local government are not ready enough in implementiny this regulation. This makes a bunden for local government. How is the system structuring regional organizations according to Act Number 9 of 2015 on the second amendment to Act Number 23 Year 2014 About Local Government? How is the concept of structuring regional organizations according to Act Number 9 of 2015 About The Second Amendment of Act Number 23 Year 2014 About Local Government support towards the establishment of local governance that is efficient and effective? The questions then becomes the goal or focus for the researchers in this study to be sought out more, because the success or failure in the implementation of tasks and implementation government influenced government organizations sufficient capacity, then the implementation of good governance will be realized.
