- Land problems are important in human life on this earth, because a human life is very dependent on the land as a place to support human life, so that the relationship between land and people are inseparable. Efforts to land registration is a form of arrangement and control of land that leads in the utilization of social justice for all the people of Indonesia, to prevent misuse of land for melantarkan land that should be in use in accordance with the circumstances, the nature and purpose of his rights, then by their land use to provide legal certainty for holders of land rights. In Article 3 of Government Regulation No. 24 of 1997 tenatang land registration provide legal certainty. Issues addressed in this study were 1) how the land registration system that can provide legal certainty for every citizen of Indonesia? and 2) bagaimnakah penerpan article 32 paragraph (2) of Government Regulation No. 24 of 1997 on the completion of land registration issues? and 3) how the opinion of the theoretical and legal practitioners on assurance terahadap ownership certificates of land rights to this article. The method used in this research is normative juridical method. Secondary data relating to Article 32 paragraph (2) Regulation No. 24 of 1997 is the main data in this study and supported by primary data collected. Data were collected through the study of legal documents, interview. From this study it can be concluded that: 1) a land registration system that can provide legal certainty for every citizen of Indonesia is to use the system positively with these systems can more leverage in terms of ensuring legal certainty because in this system the government takes full responsibility for the truth the data presented in the certificate thus ensuring legal certainty to the holder of the certificate as a sign of ownership over a parcel of land. And 2) Application of Article 32 paragraph (2) Regulation No. 24 of 1997 solve the problems of land registration is still dependent on the consideration of the judge whether to bring justice to the parties to the dispute. Because of their two mutual interests collide that if the plaintiff actually acquire the land rights real and the defendant has actually acquired the rights over the land with faith baik.Umumnya legal practitioners directly related to the completion of land registration (judges and lawyers) has objected to the whereas the application of this chapter (Notary PPAT) agreed the implementation of this article in resolving land disputes
