- Strategic efforts spread by the Government of Cilegon in overcoming the city’s waste problem is to encourage the civilians to reduce the amount of the trash from the very source through the program of trash bank. To get to know more of this program, it is done the evaluations upon waste management through the courses of namely trash bank. This research aims: (1) knowing how effective is the waste management through trash bank courses done by DKP of Cilegon City; (2) evaluating the policy of waste management through the program namely trash bank done by DKP of Cilegon City. Research population determined at 598 number of people, sample at 86 respondents and 35 informants with the object location is in Cilegon City. This research was going from December 2015 to May 2016. The method used is mixed methods with the description level of explanation. Research use evaluation criteria offered by William N. Dunn that includes 6 points of evaluation, effectiveness, efficiency, adequacy, distribution, responsiveness and accuracy. The result of this research shows: (1) the course of waste management of Cilegon City through the program of namely trash bank is clasified as good (61,38%); (2) Although the overall program can be clasified as good, the expected outcome is yet to achieve, especially in the matter of efficiency, ditribution and responsiveness
