- One very important in the planning of government is budgeting regions whose orientation is none other than moving towards the creation of increased prosperity. Therefore the state budget should be compiled. Similarly, in its implementation, should be directed to the targets that have been set. Budget expenditure regional are arranged in a budget year includes all expenditures incurred during the fiscal year of the local treasury with reference to implementation that need to run effectively and efficiently so that it can be prevented will be any overlap or duplication that can lead to waste of funds. The purpose of writing this final report is to determine the procedure in preparing the state budget, the report analyzes the realization of the regional budget, and the obstacles encountered in the preparation of budget and actual expenditure at Sekretariat Daerah Kabupaten Serang. The research method used in writing this final report is descriptive method. The author uses primary data and secondary data obtained from the Regional Secretariat Serang District. The data source guilty of field studies and literature. The data collected through interviews and documentation.
