- This research was conducted at Dinas Kependudukan dan Pencatatan Sipil Kota Serang which aims to see the extent of the personnel expenditure accounting system at Dinas Kependudukan dan Pencatatan Sipil Kota Serang. In writing this final report, the writer uses descriptive method. The data used in this paper is the primary data and secondary data. Source of data derived from interviews, literature, and documentation. Data collection methods used by the writer of the interview method, the method of literature, and documentation. From the results of this study indicate that personnel expenditure accounting system at Dinas Kependudukan dan Pencatatan Sipil Kota Serang generally in accordance with Government Regulation No. 21 of 2004 concerning Preparation of Work Plan Budget Ministry / Agency.
