  • This research is motivated by the presence of problem in the implementation of IPS learning in the classroom, in exsplaining social science material the learning process that takes place teachers do not to use instructional media, teacher only explain the material of the book so that students get bored quikly and less of understanding of material, inadequate infrastructure so low student learning outcomes. The purpose of this study is to determine improving student learning outcomes in learning IPS and to obtain data on student learning outcomes after the use of instructional media buletin board. Classroom action research was conducted in two cycles which took place in the 5th of September to 26 September. Each cycle consisted of planning the implementation of observation and reflection. Data collection techniques in study is observation of student activity, interview, and achievement test. Research results is increased activity of one cycle first meeting with a percentage of 60% and at the second meeting by 72%. The second cycle of the first meeting by 80% and the second meeting by 100%. Learning outcomes in cycle one the average value of the class 58,14 increase in cycle two in the amount of 81,27. Percentage of compliteness in cycle one is 34,5% or 10 students and the second cycle an increase that is 89,6% or 26 students. Thus been proven that learning IPS on the subject of tokoh-tokoh sejarah pada masa Hindu, Budha dan Islam di Indonesia with using the media bulletin board may increase the activity and student learning outcomes grade V SDN Bumiwaras.
