- The goal of this research is to know how to compose budget realization report on secretariat Cilegon city until it can be said surplus or deficit. This research used descriptive method. It used primary data dan secondary data which was got from secretariat of Cilegon city. The sources based on field reseacrh and libary research. The way of Collecting the data through interview and documentation which was collected from secretariat of Cilegon city. Based on ministry of home affairs adjustment number 13 of 2006 about guidance of financial management, which has changed with ministry home affairs adjustment number 59 of 2007. Working unit of local financial management is devising on the local government areas as budget users or commodity users which executed financial management. Therefore composing and delivering local secretariat budget realization report is embodiment of accountability for the use of the budget at ministry level. This final research report tells about the procedure composing budget realization report on Secretariat Cilegon city which publishes every once a month
