- Rule of Network Station System has been declared in Indonesia Law 2002, number 32, Regulation of Information and Communication Ministry 2009, number 43 and broadcasting bahavior guidance and broadcast standard program, to entrust any national public TV station for broadcasting with networks to purpose to make diversity of ownership and diversity of content. Those rule explained how diverse media ownership and program, so it will be more democratic for all broadcast realm in Indonesia. TV station who apply network station system is Metro TV for example who made Division of TV Network as specific division for making local program on duty. This observation is purpose to discover Division of TV Network system to serve local program content. Qualitative metode was used for this observation with post�positivist paradigm. Political economy are used for this observation. The result from this observation is the Division of TV Network system not worked well. Broadcast decentralization purpose which are expected has not been able to improve various aspects of regional people life. The existence of the monopoly at the management process, production, and program distribution in Metro TV has only used human resources from Jakarta has impact there’s no demmand of labor from anotyher province outside Jakarta, it cause the profit only flow to Jakarta. Moreover, there’s not an ideal placement time and there’s no equal duration between the national broadcast relay and the local broadcast program.
