Katingan District is located in the REDD+ Pilot Project Province, Central Kalimantan. This study aims to analyze pattern of changes in the use of forest land, inconsistency of existing land use, content of policies concerning of basic element and process of REDD+, preferences of stakeholder to emerging REDD+ initiatives, and to formulate improvement of RTRW. The study was using Analyses of change andinconsistencies land use, Analytical Hierarchy Process, and descriptive analyses. The result of the study was forest land use was 60.47% and change patterns of forest land use occurred from forest to shrub/open land turned into plantation, agriculture and settlement. Analyses of inconsistencies land use indicated small value of inconsistency. While basic element and process of REDD+ contained in regional planning document; and stakeholders interested in the REDD+ initiative for direct benefit. Therefore, REDD+ initiatives possible to be implemented with some improvements in RTRW, through synchronization of REDD+ initiatives, and space allocation for REDD+ initiatives should be placed in protected areas and partially in cultivated areas.</description><description lang="id-ID">Salah satu upaya mitigasi perubahan iklim adalah REDD+, yang mencakup penurunan emisi melalui upaya penurunan laju deforestasi dan degradasi hutan, pengelolaan hutan lestari, peningkatan cadangan karbon hutan,serta upaya konservasi hutan. Kabupaten Katingan terletak di wilayah Provinsi Pilot Percontohan REDD+, Kalimantan Tengah. Penelitian ini bertujuan menganalisis pola perubahan penggunaan lahan hutan, inkonsistensi penggunaan lahan, isi kebijakan perencanaan daerah dengan elemen dasar dan proses REDD+, pendapat stakeholder atas inisiatif REDD+, dan merumuskan arahan RTRW. Metode analisis yang digunakan adalah analisis perubahan dan inkonsistensi penggunaan lahan, analisis isi, Analisis Proses Bertingkat (Analytical Hierarchy Process), serta analisis deskriptif. Hasilnya adalah penggunaan lahan hutan mencapai 60,47% dan pola perubahan penggunaan lahan hutan terjadi dari hutan menjadi semak belukar/tanah terbuka kemudian menjadi tanaman perkebunan, pertanian dan pemukiman. Analisis inkonsistensi menunjukkan tingkat inkonsistensi kecil. Sementara itu elemen dasar dan proses REDD+ terkandung di dalam dokumen perencanaan daerah; dan stakeholder tertarik akan inisiatif REDD+ untuk memperoleh manfaat langsung. Salah satu upaya mitigasi perubahan iklim adalah REDD+, yang mencakup penurunan emisi melalui upaya penurunan laju deforestasi dan degradasi hutan, pengelolaan hutan lestari, peningkatan cadangan karbon hutan,serta upaya konservasi hutan. Kabupaten Katingan terletak di wilayah Provinsi Pilot Percontohan REDD+, Kalimantan Tengah. Penelitian ini bertujuan menganalisis pola perubahan penggunaan lahan hutan, inkonsistensi penggunaan lahan, isi kebijakan perencanaan daerah dengan elemen dasar dan proses REDD+, pendapat stakeholder atas inisiatif REDD+, dan merumuskan arahan RTRW. Analisis inkonsistensi menunjukkan tingkat inkonsistensi kecil. Sementara itu elemen dasar dan proses REDD+ terkandung di dalam dokumen perencanaan daerah; dan stakeholder tertarik akan inisiatif REDD+ untuk memperoleh manfaat langsung. Inisiatif REDD+ dapat berjalan di Kabupaten Katingan dengan penyempurnaan RTRW, melalui upaya sinkronisasi inisiatif REDD+ dan RTRW Kabupaten serta upaya akomodasi ruang inisiatif REDD+ pada kawasan lindung dan sebagian kawasan budi daya.
