- The administrating of local assets must comply to the regulation on the local assets management in which in the regula tion nowadays is used the term ‘Local Goods’. The arrangement of local assets administration can be done effectively if the regulation that arranges the admn istration of local assets fulfills law substance, law structure and law culture of the administrator and the good user of local assets, clear and easy to be understood and undertaken. While from the law prevailing, the effectiven ess of arrangement of admistrating local assest can be seen if the arrangement based on philosophy aspect, juridical aspect, and sociological aspect.
