  • The objective of this research is aimed at knowing teacher's attitude of civic education toward the change of curriculum at public junior high school in Pekanbaru dealing with the state values. It is viewed urgently since a good curriculum will reach the goal of education and objective of indonesia. There are several problems faced by the researcher is that government has definitely an authority in education that is as National Curriculum take holder,therefore, it is a common for the hovernment to change the curriculum it self. The change of curriculum must be based on principle of curriculum development,they are ; taking attention to faith, value, and good behaviour, the solidity of national integrity.however, it is in reality that 2006 curriculum at civic education subject,the state values such as value of pancasila (national ideology)is really minimum. This research was done in july 2012 with civic education's teacher, deputy head of curriculum,and students of junior high school all over Pekanbaru city. Data collected dealing with teacher's attitude toward the change of curriculum viewed from the state values done by interview,an observation, and documentation as well. Based on an interview and an observation done during this research,then resercher him self collected data. it can be concluded from the data that civic education teacher at junior high school all over Pekanbaru accepted the change of 1994 curriculum became 1996 curriculum although it was found out the lack of state values in the curriculum.Teachers of civic education in Pekanbaru kept teaching the state values in their teaching and learning process. The effect of 1994 curriculum into 1996 curriculum was toward; teacher's method of teaching, civil education material,as well as student's motivation on learning civic education it self.Keywords : Attitude of Teachers, Curriculum Exchange
