- This study aims to describe how the dynamics of irrigation water management by Farmer Water User Association (HIPPA) in District Banyuputih views of the elements of social capital ( such as trust, norms, reprocity ) and which is the most dominant element in strengthening institutional HIPPA. The study was conducted on HIPPA Sumberwangi and Trisumber . The results of this study indicate that the form of social capital that play a role in the dynamics of managing and coaching HIPPA and HIPPA Sumberwangi Sumberejo village Trisumber Banyuputih Village District of Banyuputih is a network (a network) that can open cooperation with external access and be able to innovate, hence develop a sense of trust (trust) within that board member (leader) HIPPA has worked earnestly and willing to consider the interests of the people. Low social capital on board will pose HIPPA transaction costs and vice versa high social capital ( both networks, trust, and reciprocity ) will reduce the cost of transaction, thereby increasing farmers' income .
