- The wave of democratization swept Indonesia in 1998 named Reformation. This moment has awaked Indonesian military institution. Obviously, between military skill and appropriate equipment to overcome civil violence was lack. Moreover, as the impact of wide open democracy, the lack between military capacity to guard national security and the factual threat become serious concern. Increasing military capacity included number or personnel and weapon system always become dilemma security that affected regional stability. It must be clear what the threat of Indonesia national security. Based on fact, threat the military posture can be planned to build. Different era of presidency of Indonesia represented the different threat. This writing focused on what the reason of the Indonesian government to revitalize the Main Weapons in Arsenal System (Alutsista) in Indonesian Military Forces (TNI) and the effort to reach standard of Minimum Essential Forces (MEF).
