- In Nizam Zachman Ocean Fishing Port (PPS Nizam Zachman), currently consist of 10 institutions. Even though the regulation by minister of agriculture had been published on the relationship between technical executor unit (UPT) and government institution who has the activities in fishing port, mean while inharmonic environment among the institutions still occurred and tend to increase. The main constraint among them predicted respectively as follow 1) the similarity on duty and function between UPT and state owned company (Perum), 2) no specific regulation that Perum and other institution activities have to under UPT coordination, 3) realization of fishery harbor has not yet been fully functioning, and 4) weakness coordination and supporting related institution. The objectives of the study are 1) to assess institutional of PPS Nizam Zachman, 2) to assess the influence of effectively and efficiency of PPS Nizam Zachman management, 3) to compile the capacity building strategy of PPS Nizam Zachman. SWOT analysis and Analytic Hierarchy Process (PHA) was conducted on this study to compile alternate strategy and implemented strategy for capacity building of PPS Nizam Zachman. Based on functional identification and institution authority in PPS Nizam Zachman, there were overlapping, contradiction functional and authority among the institution. The appropriate strategies to improve the capacity building in PPS Nizam Zachman are 1) reform the management in the port, 2) improvement port infrastructure and facilities, and 3) improvement port services. To improve the capacity building in PPS Nizam Zachman, advised to 1) improve port function from infrastructure provider being multi function provider, 2) improve entrepreneurship of fish port manager, and 3) improve of information activities access and port facilities.
